I thought you had to be in the state of the Lottery in order to collect any winnings. For example, I'm in Oregon and if someone from New York sent me a lottery ticket and I won, I'd have to be in New York to collect the prize. Is there a way to collect from other states lotteries without being present?

No - you do not have to live/be in the state for a scratch ticket. If you win, just go to that state's lottery web site and print out a claim form. You fill it out and you generally have to send a copy of your ID/Drivers license and sometimes you have to include a copy of your social security card. The winnings are most likely less than $10. so you just have to use one stamp to "collect" your winnings.
